Given you're running Windows 10 there is a high likelihood you're running the version from the Microsoft Store. The current version is 12.9.4.102. Use Help > About iTunes to check which version you have. What issue is it that is prompting you to look for an update?

Check for updates is nowhere listed under the help menu.
I can see it on my Windows 10 machine. It's third up from the bottom of the list, which contains fourteen items on the menu.
Here's a screenshot from my Windows 7 machine, but I've just checked, it's exactly the same as the one on Windows 10:
In what way does your list differ?
Do not remember. Used to get notices to perform updates regularly, but now do not get any. Looked in itunes under help menu and it does not show title updates available.
Have not had an automatic update in over a year.
Did you install iTunes in Windows 10 from the Microsoft Store or using the traditional iTunes(64)Setup.exe file? It is possible the first version is updated differently, e.g. automatically with Microsoft Update.

When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.
