How to prevent Photos from opening automatically on Mac desktop
iMac 21.5", macOS 10.14
Do you mean it opens when you boot up? If so make sure Photos is not included in the System/Users & Groups/Login Items preference pane.
Also make sure this checkbox is not checked when you shut down:
