I can not contact customer support

I haven't been able to contact Apple for several weeks. Every time I try to contact, I see the same picture.

My question is about a refund that cannot be held in the standard way through iTunes. As well as the abolition of the monthly subscription to the application worth $ 30. Apple disappointed me.
