My balance in AppStore

i want to change country/region and in order to do that I need to zero my balance in AppStore

my balance now is 0.14$

can you please make it zero?

No we can't, we are fellow users and obviously don't have that ability. Contact iTunes Support and ask them : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
