I jusj updated my iphone 8 with ios 12.3.1 but screen recording not functioning at all.
I have try it with ios 12.3 but same problem was exist. I also have ipad pro 9.7 with ios 12.2
and screen recording working on this device normaly, any comments?

This is the one helpful answer, i just create an evet id to apple customer support and they call me immediately
and with a wifi screen connection they made the same settings on screen time>content restrictions (i have searched this setting in general section, so it is hiding :), finally problem solved...

Solution. Check if it has been restricted using Screen Time.
Settings > Screen Time > Content & Privacy Restrictions > [Enter Screen Time Passcode] > Content Restrictions > Screen Recording > [Allow]
