Connecting to a Cellular Network

I tried to connect to a cellular network by setting my cellular data to data roaming, restarted my iPhone and when it was on again the phone was searching but still did not connect to my cellular network. This was several hours after my new carrier had activated my iPhone. However, my new iPad connected right away with the same carrier.
