Installing Audio Plugin in Garage Band asks for "Lower Security Settings"

I want to install Bias FX 2 VST Audio Plugin in Garage Band 10.3.2. I get this dialog asking for "Lower Security Settings".

It’s safe to proceed in this case? What exactly happens with this "Lower Security Settings"? Should I worry for security issues?

it's safe, shortly, it just allows you to install apps from developers other than Apple.

True, Bias FX works great.

Still, I want to know what is behind the "Lower Security Settings". There is no further description of this. Does this affect whole system somehow and how, or it’s just restricted to Garage Band app itself? Bias FX (=Positive Grid) is not signed / trusted / identified developer, so I have to ask such a question. Again, I have some previous experience with apps that distribute malicious malware etc.
