My 2017 macbook will not boot up

My macbook froze up, so I held down the power button until it turned off. Went to restart and it will only go to the black screen with the apple logo and loading bar will slowly reach 100% and then stop. I am frustrated because my previous laptop (a 2010 macbook pro) also did this after I had it a few years and I had to wipe it completely and start over. I am now in the UK and my "consumer law" privileges don't apply meaning I can't get help at the apple store.
