personal hotspot from iPhone not showing in Wi-fi list

I have an iPad Pro and IPhone XS Max. My iPhone personal hotspot will not show in the list, although it will show when i open the personal hotspot settings on the iPhone. There is nothing wrong with the phone as it shows the personal hotspot from my work iPhone 6s and vice versa.

I have reset network settings and rebooted to no effect. I am not keen to sign in and out of iCloud as my broadband is slow and i think I would have to download all my photos again? My iCloud account is fine as phone calls show on my iPad for example.

What I want is the iPhone personal hotspot to show automatically in the list of available connections without me having to pick up my iPhone and open the settings app.
