iTunes Card Payment

I received a new debit card from my bank. I activated it and was updating card info for services that get debited it from it. I tried to update it for iTunes, it tells me to verify my old card first, by just inputting the CVV number from the back of the card. I tried that and it told me it was declined. It won't allow me to remove it until I verify and won't allow me to add the new card until I verify the old card. Is there a work around this? Thanks

If you can't remove your last payment method or use no payment method with your Apple ID
