Photos App on MacBook Pro Won't Open

The Photos application on my MacBook Pro will not open. It is asking me to quit the application or to open other library. When I click open other library there isn't one to choose from. I have iCloud backup for photos on MacBook Pro and iPhone. I see all images on my iCloud account, just cannot open the application on my laptop. Help!

I had a similar problem, tried library repair which went into stasis, finally forced quit Photos and restarted. All is now well.
