I have searched web on how to update my 4th Gen ipod touch (as I want iOS 10) and it suggests updating it through your PC with itunes, this does not work for me as when I open itunes and check for update it does not offer a later iOS than what I currently have (iOS6.1.1) on my device. I am unable to update even to iOS8. Is there a solution please?

That's incorrect; the maximum version is 6.1.6, not 6.1.1. It's actually impossible for a fourth generation iPod touch to be running 6.1.1; that version is an iPhone 4S-specific bugfix.

That 4th gen iPod Touch will never run anything higher than the maximum iOS 6 version.
1) You can't run 6.1.1 on the 4th gen iPod touch. 6.1.1 was iPhone 4s specific as stated above.
2) The maximum version that can be supported on the 4th gen iPod touch is iOS 6.1.6.
3) The newest iOS version is currently 12.3.1, iOS 10 is also outdated.

And, FYI, no other iDevice can be upgraded to iOS 10 but the iPad 4th generation.
It can't be updated past 6.1.6.
iOS 6.1.1 was only available for the iPhone 4S.
