Do I need to pay for a monthly subscription to Apple Music in order to listen to music and videos I've already purchased and downloaded via iTunes? This would be the music and videos on all my devices (iMac, iPhone, iPad and iPod Touch.)

No. The Apple Music subscription will continue to be purely optional.
You will continue to access your purchases and downloads the same way you always have on all your devices except on Macs running macOS 10.15 Catalina where the app will now be called Music. Functionality will remain the same however.
Earlier versions of macOS will continue to have iTunes.

iTunes isn't really going anywhere. It's had a name change and had the podcast and video management functions moved to separate apps. You're music isn't going any where. Your playlists aren't going anywhere. And, you won't have to subscribe to a streaming service.
