I had a question in Mojave,Sometimes ,WIFI icon spinning beach ball and can't connect internet.
It's normal when I restart macbook ,my macbook is 2015 15.4 .
This fault often occurs when the shutdown wakes up.

This should solve your problem.
First take backup of all your saved networks.
/Library/Preferences/SystemConfiguration/ (Copy this folder (SystemConfiguration)to desktop/Anywhere).
Now resetting Network settings - this should solve your problem.
System pref- networks - remove all the preference from box by clicking - sign
Now add Wi-Fi and ethernet back and try connect to your network again by entering password.
