OS 10.14.5 (Mojave)
The finder app no longer allows me to drag and drop files from one folder to another. That is because I cannot open more than one window. I also cannot copy and paste. Why is that?

Using Norton Security/Core would explain to me why you are having those problems.
I suggest that you uninstall Norton using the developers uninstall procedures. Perhaps that will resolve your problem.

So, did you try the Safe Mode?

That answer was not at all helpful. My computer has been restarted several times, but the problem continues.
I tried “safe mode”. Did not work as never got to “login”. Waited for an hour after progress bar indicated it was complete. My system is protected by Norton Security and it uses Norton Core.
