Downloading and updating apps on iPhone 5c

My iPhone 5c has gotten wonky around updating apps. Most won’t update, a couple have. I’ve had one that would not update, but the phone was up front about it, said it works with system software, just not the 5c. Now, I get a pop up that says the update is not available for download. Try later. I’ve signed out and back in toApple ID, including iCloud. I’ve updated billing information. I’ve rebooted several times. I haven’t reset and restored yet, but it may be coming. I've got iOS 10.3.3, the latest that works on the phone. My other units (iPhone 6, iPad Air) are updating just fine, wifi is solid. Any ideas?

I believe you have correctly identified the issue.

Your iPhone 6 and iPad Air work just fine with the current iOS version (12.3.1). However, your iPhone 5C is stuck in the past at iOS 10.3.3.

This two-year old operating system may have issues with, for example, recent application updates.

Note for your information that the iPad Air, which was released by Apple in 2013, will not be capable of running iOS 13 when it is released.

UPDATE - The iPhone 6 is also unable to use iOS 13.
