That information will be available closer to the release date of those new operating systems. Until then, the preview pages will have to suffice - iOS 13 Preview - Apple, macOS Catalina - Apple
Actually this seems to be no longer the case
iOS 12 requires iTunes 12.8 or better running on
OS X 10.11.4 El Capitan or better.
I bought another mini and put El Capitan on it so I could backup my IOS devices.
But I just updated to itunes 12.8.1 which is the last and latest for Yosemite
and was able to backup my iPhone SE.
So the correct statement is
iOS 12 requires iTunes 12.8.1 or better running on
OS X 10.10.5 Yosemite or better.
It was gone
and now its back
no communication or press coverage that I am aware of

I am back in Yosemite, El Capitan.
No plans to go to Catalina.
Where has this been addressed.
I see stuff for windows but not older versions of Mac OS X.
