Kernel panic boot loop late-2015 imac / Mojave 10.14.5

Late 2015 imac, running latest version of Mojave. Its been stuck in a boot loop / kernel panic. it boots in single user mode and safe mode so I was able to look at the kernel panic log. I was able to run apple hardware diag and came up all good. It appears to be corruption in the apfs file system? I Tried running disk utility and fcks in single usermode but always comes up with "repairs are disabled".
