Can't move windows in Mojave

I am trying to move ANY window by its title bar across my screen and it will not do it. I am also not able to resize any windows. Is anyone having this same issue. I am running Mojave version 10.14.5.

I use a a USB wireless Microsoft (yuk) mouse.

MacBook Pro 13", macOS 10.14

How to prevent windows to become full screen when touching the top bar? Hello everyone. I am a long-time Mac user who recently moved to Monterey. Everything works great, but just one little feature bothers me. I am talking about the new feature (I don't know the name of), which allows to put in fullscreen any Finder window by just dragging the window towards the top bar, and once they touch, the window is put in full screen. That annoys me and makes me waste a lot of time. I am wondering if there is a way to prevent that from happening. Any ideas? Thank you to anyone in advance.

My iMac Catalina ...when I open a new application, the window opens and is BEHIND currently open windows How can I fix that? I want new windows to open in front.

Try a different mouse.
