I have heard it is possible with high sierra, but I am having trouble finding anything about keeping HFS+ on Mojave that is not reliant on using an external hard drive. But, I haven't seen anything new in the last few months?

HFS+ is important for compatibility and network reasons for me.
I will upgrade to High Sierra with HFS+ instead and make the transition to APFS when I am more ready for the transition.

File systems local to any computer is meaningless in networking.
The protocols such as SMB, AFP, NFS, etc. which determine how
data is transferred between systems literally "hides" the underlying
file system of the devices and send only the data. When a device receives
the data via these protocols, it is the transport system that then
translates into the local machines filesystem format.
As for compatibility, I am not sure what your concern is when
APFS will only be on the MBP, which will benefit greatly because
it is designed for SSDs such as in your MacBook Pro.

The sort of issue which can arise is illustrated by my own position. My iMac (which I think might accept Mojave) and my laptio (which won't) communicate using file sharing to keep documents etc. in sync. If upgrade the iMac to Mojave the laptop will no longer be able to see it in File Sharing - the other way around would work but my experiences it that though you can 'pull' files using File sharing you cannot 'push' them. So this free upgrade would cost me whatever a present-day laptop costs.
I have no issues sharing files between my Mojave and High Sierra
machines in either direction on either machine. Even a Win10
machine can push or pull files from a share on my Mojave machine
and visa-versa.
I do have all machines set up for SMB only sharing.
