How can I ensure that when that DND is set, calls come in but don't wake the screen?

Hi People

I have an iphone 7 with ios version 12.3.1

How ever, each time i enable DND and i set allow calls to No one, all Incoming calls get dropped.

When i change this setting 'allow calls from every one', calls are not silenced.

In both setting above, its only messages and other notifications that are silenced.

question. How can ensure that when that DND is set, calls come in but dont wake the screen?

Incoming calls do not get "dropped". They are sent directly to voice mail. That's what 'Do Not Disturb' is supposed to do.
