When I right click on on an Icon in the dock and select options, I get three choices:
1) Keep in dock
2) Open at login
3) Show in Finer
Where are the options for assigning to a desktop that is described in so many how-to articles on line? And yes, I already have the app loaded in the current desktop.
My goal is to preserve my desktops after logout or restart.

You have to open more than one Desktop (Space) first.

They are available when you have more than one Desktop open

Not possible.
Once you've created more than one Desktop, you also have to disable "Automatically rearrange Spaces based on most recent use."
Full Screen apps will create Desktops on the fly and will not be restored.
The feature to assign apps to a Desktop still exists if you have more than one Desktop open. However, it doesn't work across restarts.
I took a screen shot from an article linked below. Did this feature go away? This is my 1st MAC experience and for the most part it is great. As far as window and file management I am still struggling.
I can't get the "assign to" options to show. I only see the three options on the top - Keep, Open and Show. Is this due to a preference setting somewhere?
