Duplicate songs-downloaded version and cloud version

I cannot figure out why some albums on my iPod touch have two versions of every song. There is the version I downloaded (so I can listen when not on wifi) and the cloud version which has the cloud/download icon next to it.

These duplicates only appear on the iPod touch, not when it is plugged into iTunes.

Sign out of your Apple ID. Sign in again. In most cases this will clear up cloudy duplicates. Persistent offenders can be hidden from your purchase history.

Edit: In iTunes, all the songs will show as downloaded, but there is still a download/cloud icon in top right corner in album view. If I click that cloud icon, iTunes starts downloading duplicates of all the songs.

Then if I delete the cloud duplicates, the only option is to hide those songs if I don't want to see duplicates.

I don't understand how syncing between devices is supposed to work.
