IOS 12.3.1 Camera and camera roll issues

I recently updated to IOS 12.3.1 and am experiencing the following issues:-

1. When a photo is taken, it is shown in the thumbnail at the bottom of the screen and when selecting the photo from the thumbnail you are unable to select any of the options to “share / favourite / delete or edit” as these are greyed out
2. Closing the camera application and going into the standard photos application, the photo is not showing in the camera roll.
3. Any photo sent via WhatsApp or IMessage does not appear in the camera roll.
4. I am able to open WhatsApp (as an example) and send a photo taken via this application.
5. Saving a screenshot is not shown in the camera roll.

This issue seems to have only occurred since the IOS update and the camera is totally useless now.

Does anyone have any ideas?
