delete and add new card for payment

I had my debit card compromised and it was my main source of pay on my phone and what my apple music fee was charged to. I had it cancel and i just got my new card but now when i try to add a new card it says (one or more of my payment methods require verification.)

Then i go and try to verify or delete the card that was canceled it says (there is a active subscription on this account that requires at least one payment on file. )

I updated my ios to latest available 12.3.1

I tried resetting my phone

I tried logging in to Itunes and add or change there and it let me edit card number and info but still dont work

Can I please get some help
