Mifi (mobile wifi network) on IPhone X and Apple Watch 4 (without cellular)

When travelling abroad: if I connect my iPhone X to a mobile wifi hub (mifi), will my Apple watch 4 (without cellular) still be able to work normally through the bluetooth connection with my iPhone X?

Yes as the Watch is connected by Bluetooth it will act as it does at home. As long as your iPhone has an data connection be it Wi-fi or data.
