Why can I not import phots from iPhone to photos

my iPhone 7 running iOS 12.3.1 is unable to download photos to photos on my macbook pro running 10.14.5 Ther are pic on the phone but Photos is saying no photos to import ?

OK so I turned the phone off and on and hey prestow all working again
