Cancel iTunes Match active subscription

How can I cancel iTunes Match so that I can change Country in order to link a new Debit Card to iCloud? PayPal is my default payment method for iCloud Storage, but my bank account in the USA is now closed. I have moved to Bermuda and it is in the Latin Caribbean region. I tried to change country from iTunes and iCloud but it won’t let me, because of an active iTunes Match subscription. It expires in September and I have no need of it, but I cannot cancel it. I am stuck with a useless subscription and it is preventing me from linking my account in Bermuda to PayPal, iTunes and iCloud. Please help... Thanks (I use my iPad, mainly)
