Iphone Blacklist

Hi, if I bought a brand new phone from somebody, can he block it?

I activated the phone.

Blacklists are only used by cellular carriers, and will normally only blacklist a device that was being used on their network and has been reported stolen.

If the iPhone is brand new, never been activated and had no service plan with a carrier, then, the carriers will not generally black list it.

So no, its unlikely they can actually block it.
