what will cause a link to fail and a statement comes that says safari cannot open this site because it is restricted. It happens every time with Facebook.

now it sometimes says it is blocked by a "content filter".
I have checked everything i understand in settings cannot figure anything that will cause it.
Did you check ScreenTime settings, as has been suggested twice?
