App issue

So I deleted an app,but it’s still there and blank now I want to redownload it but it says open but when you click open it will go blank and shut off I tried doing the thing where you go into storage and usage and delete it there so I can redownload it but it doesn’t appear

App store says “OPEN” but app is deleted. Hey ive been having a problem where i have deleted the app Tiktok but is still appears in settings (in the bery bottom where all apps are listed and you can change setting of the app like notifications, etc.) but not in iphone storage.
