Need to reload a deleted app. But it just says open
I deleted an app. Tried to redownload but it says open. No option to redownload

Hard to answer your question when you have not disclosed which iPhone you are using and which iOS version you are using. I am going to assume that you are using iOS 14.x.x.
The app is not completely deleted from your iPhone. It is in the App Library which is located on the last home screen when you continue to SWIPE LEFT until you reach it. Find the app in the App Library and then TOUCH & DRAG it out of there and on to your favorite Home Screen.
