Sharing iTunes music between iPad and iPhone

I have about 150 songs on my iPad but they are not showing up on my iPhone which is connected to the same iTunes account. When I check the iTunes Store from my phone the songs that aren’t showing up on my iPhone won’t download unless I pay for it again. Why are they not downloading to both?

What happens, assuming they are iTunes store purchases and are still in the store and you haven't hidden them, when you try to re-download them : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support ?

How did they get on the phone ? Synced to it ? Bought on it ?
