Ignore ownership not working

I have 2 different external drives containing clones of two different drives one containing a macOS 10.14 system an another a 10.13 system (both APFS formated).


If I try to ignore ownership on the volumes by geting info on the drive it has no effect in finder. I'm now listed as the owner on all items on the drive with read/write access but I still can't access any folders that I didn't have access to previously, finder acts like I do not have permission.


What makes the problem even stranger is that choosing to ignore ownership DOES have an effect when navigating the drive via the command line, if ignore ownership is checked in get info I can use cd and ls to list files on the drive that I cannot if ignore ownership is not checked.


Curiouser still is that if I mount the drive read-only then ignoring ownership works as expected.


Changing a folders permissions with chown works as expected.


I've tried connecting the drives to 2 computers running 10.14.5 and another one running 10.14 but the issue persists.


This appears to be some kind of bug but I've been unable to find anyone reporting a similar issue. I'd like to preserve the permissions on the drives but still be able to access all files as needed by ignoring permissions without using a workaround like mount read-only (I have other users who aren't tech savvy enough to mount a drive read only).
