On opening my mail app or using "get mail" I often see in the activity box at the bottom left of the page many messages being downloaded that I never see. Sometimes I see large numbers of draft messages I have not created being created automatically and then sent that are also invisible in my mailboxes. Is this normal maintenance activity or have I got a problem?

Sound like you need a Rebuild & Redirecting your Drafts.
If all you have is IMAP accounts then highlight a Mailbox & in Mail's Mailbox menu choose Rebuild.
In Mail>Prefs>Accounts>Mailbox behaviors redirect Save Drafts... to an On My Mac Draft box...
