So i've had this problem for a couple of months but hasn't affected me until now. I had used my mothers debit card to purchases on a game. She had then found out and contacted her bank to refund the purchases and now I cannot download/update any of my apps. Is there a way to resolve this?

You should be able to use iTunes gift cards, or if you have your own card try adding that via https://appleid.apple.com/account/manage
If she contacted her card issuer and they refunded the charges/purchases it's likely that you now owe iTunes for them, and that you therefore won't be able to download anything else until its paid off (assuming that gets the account unblocked).
Is there a way to pay it off, because I don't think a regular apple prepaid card will work. And if I try to adjust the card settings for a different card, it won't let me.
