Safari on iPhone takes up >5 GB

Safari on my iPhone 7Plus with the latest OS 12.3.1 takes up 5.7 GB (I get the size from Settings -> Cellular -> Safari) . I empty the "History and Website data" and Website Data (0 bytes, actually the phone does not store data) with NO effect.

Is there a way to remove whatever it is that is taking up so much space?

iPhone 7 Plus, iOS 12

You have a major misunderstanding.

No it does not!

(I get the size from Settings > Cellular > Safari).

No you do not. What you get there is a history of how much cellular data has been transacted by Safari since you last reset your cellular data counters.

You need to check Settings > General > iPhone Storage to understand storage use.
