What is TechSignalSearch showing up in root on my Mac Pro

Since I updated my Mac Pro to the latest iOS, I have had some issues with Internet lag on my laptop. I reviewed my activity monitor and noticed a process I had never seen before: TechSignalSearch. I also sporadically get a message that TechSignalSearch app is wanting access. When I select Deny, my laptop freezes. I have to restart my laptop to get it working again. I have not been able to remove these processes from my activity monitor. I force them to quit and they reappear. Is this part of the Apple environment?
