my iPhoneXS MAX won't turn off

My iPhonex won't turn off, apps. won't open and it says. FaceTime ending. Facetime app won't close. I tried force restarting it with volumes and power button that won't work. I also tried deleting the app still won't lock. someone help me please I'm freaking out..
