OS X Mojave. Selecting a group of files and selecting New Folder from Items, the folder name isn't highlighted. I have to then navigate to the folder, highlight it and rename. Not the expected behavior. Used to work in prior OS. In a large directory with many files, quite a pain.
Just ran a test and the resulting folder was selected but not in the title edit mode. A quick tap of the Enter key puts it in the edit mode where you can change the name as needed.

Mine was not, and 99% of the time isn't. Which is odd behavior. The "enter key tap" suggested by Old Toad worked once, but successive tries didn't highlight the newly created folder. It seems to deselect itself.
FWIW, it still works for me with Mojave 10.14.5. You can test in another user account.

You should be able to highlight the files, click the action menu, select new folder, this will create a new folder with selected items in it, it should also direct you to rename the file right away.
Mine was in title edit mode.
Honestly I'm not sure what the isue might be, it works for me on my iMac Pro & iMac 5K. I would try it on my MacBook but it no longer has Mojave on it.
