You use your Apple ID to log into iCloud. An iCloud ID is an Apple ID.
Or an Apple ID is a user name with a password and iCloud is storage space on Apple's servers that holds a copy of some of you data so it can be downloaded on another device/computer. That data then syncs back and forth so a change made on one device/computer syncs to another device/computer.
