Connect camera to airport express - no router

Ok, got you. I obviously did not catch that with what you posted. Sorry about that!

Does this camera provide an Ethernet connection as an option? If so, you could try temporarily connecting it by Ethernet to your AirPort Express (I'm assuming you have the 2nd gen 802.11n Express model ... correct?) and getting it set up that way.

If you do have the 2nd gen Express, then you know that it provides a simultaneous dual-band wireless network on both bands using the same wireless network name on both. Can all your other wireless clients 'see' and connect to the Express, just not the camera?

Your Amcrest camera will need access to the Internet in order to use the iPhone or Android app with it. If you don't have a router for Internet access, how to plan to make this work?
