How to create a book in photos

Hi there. The last time I made some books or calendars was awhile back when I still had iPhoto. Now I have Photos and its all changed.

I am trying to make a photo book for a family member who needs help with memory issues. So I go to file and click on Make A Book and I'm directed to the site that allows me to choose the size and number of pages. So far so good. THEN I choose what I think is a good format and it suddenly uploads (downloads?) my file of 70 photos in a completely arbitrary order. What?! I would like to be able to put the photos I have in a folder and then click and drag the photos to places in the book so that it is chronological and so that I can determine how many pics I can put on a page and caption them and choose colors for the pages, etc.. This is supposed to be a happy memory aid.

Why can't I create the book myself? I don't want to be forced into using a template. I used to be able to do the creating and that doesn't appear to be the case anymore.

Help!
