Robocall ring blocking

Can the iPhone be configured to permit ringtones to occur only when the caller is in the contact list, that is, to prevent ringing or vibration for incoming calls not in the contact list. This way one would not be bothered to look as there would be no notification of an incoming call. If the call is legitimate, a voice mail could still be left but silently. One would have the usual voicemail notifications that are selected, but one would not be bothered to look at the phone for robocalls. The recent call list would grow but usually not the voicemails as most just hang up if there is no answer.

There is a new feature coming in iOS 13. See the following from iOS 13 Preview - Features - Apple

Silence unknown callers

A new setting protects users from unknown and spam callers. When the setting is turned on, iOS uses Siri intelligence to allow calls to ring your phone from numbers in Contacts, Mail, and Messages. All other calls are automatically sent to voicemail.
