Why won’t my iPhone connect to the cellular network if it is up to date?? And I can’t connect it to a computer because I don’t have one!!

my phone is up to date on ios but it wont connect to celular data because it says that it cant connect until it is up to date??? and i cant connect it to a computer because i dont have one!!
