Airpod Popup not showing

Hi, so I got a new pair of airpods, and when I tried to connect them while opening the case, nothing showed up on my iPhone 6 which is running iOS 12.3.1, I had Bluetooth on and WiFi on, the case was super close to my phone but I couldnt get it to pop up, Also I read some forums and reset my airpods but that didnt help, I really dont want to keep opening bluetooth to connect to them, please help
