I am from Minnesota USA and I am on vacation in Germany. While eating lunch some one spilled a glass of water on my iPhone X and so I turned it off and left it be and now it no longer works. I need a phone very badly for directions and many other extremely important things. What can I do?!? I thought this phone was supposed to be water proof!?!?!!!!!! Any suggestions or help please! Will apple give me a new one!?

It is water resistant but there is no warranty for water damage. If you can find an Apple Store or Apple Authorized Service Provider (AASP) you can see what they can do for you but they won't be able to replace your iPhone as it is a US model. If they do replace it with an EU model you would not be able to get it serviced once you are back in the US. You might want to look for a pay-as-you go smartphone and use it for the remainder of your trip.
No. It is not "water proof".
It is water resistant. That's not the same thing.
Liquid damage is not covered by the warranty.
