Windows won't boot INACCESSIBLE_BOOT_DEVICE

There is tool called bcdboot (https://docs.microsoft.com/en-us/windows-hardware/manufacture/desktop/bcdboot-command-line-options-techref-di). The "/s" qualifier will let you use the macOS EFI, if the EFI partition in your diskpart list is assigned a drive letter and is not hidden. The "/f" qualifier lets you specifiy the firmware type, which should be UEFI, in your specific case.

The BCD in F:\Boot\BCD is the legacy BIOS BCD.

The BCD F:\EFI\Microsoft\Boot\BCD is the EFI BCD.

Have you run bootrec.exe /fixBoot ?

Check the output of bcdedit. If it looks reasonable, reboot and hold Alt/Option. Do you see a selection for Bootcamp?

Can you see Windows files in macOS Finder?

You may need to build a USB Installer and boot from it to repair the BCD. Your Mojave upgrade seems to have wiped the EFI partition which contained the Microsoft parts to boot Windows.

Do you have a Microsoft directory in your Mac's EFI partition?

There should be a BCD in the Microsoft folder. That BCD is not pointing to the Boot device.

Can use the "/store" qualifier and point it to the driver letter assigned to EFI partition? The other option is to point "/s" to C:.

Can you post a photo/screenshot of the BSoD?

This looks like a legacy BCD, not a UEFI one. See the ‘path’ value.

Your EFI BCD should look like this one.

Do you want to consider reinstalling Windows on the same partition for a clean install?
