Macbook Air, Cannot send email

Recently I have been unable to send emails from my iCloud account, I can receive but not send, The account is "offline" permanently in the account box Status: Offline. However it is not showing off line mailbox tab online status

Why I can't send any email from Mail on my Macbook? Any of the of the accounts that I have, like icloud, gmail, yahoo, is not sending any email at all throughout the Mail, it suddenly stopped working and the emails are getting stuck in the outbox but I can still receive emails. I deleted all the accounts and reinstalled all of them and it is only working via web.

can't send mail keeps saying account is offline MacBook Pro (13-inch, Late 2011), 10.13.6 High Sierra, no longer able to send emails, keeps saying account offline or edit SMTP, don't know how to do this or what to do. Help anybody?
