Trying to purchase or download anything from app store

Whenever I try to buy in game purchases or download even free applications its comes up with " Payment Information Required" Then " Tap to continue to sign in, then provide billing info. I already put in my billing information plenty of times. And this is for free apps too. I hit continue and it comes up with add payment method. I add it. Then it says declined. Money is in my account and is available but it does not work. Why ?

If you followed all the steps in article below, try updating your payment info here > Apple ID - Manage Your Apple Account

If your payment method is declined in the App Store or iTunes Store - Apple Support
